Governance should preserve the reasoning behind authority

Governance becomes fragile when an organization remembers that a decision was made but not why it was made, who had authority or what conditions applied. GACM approaches explainable governance by preserving the relationship between authority, rationale, oversight and accountability.

An explainable decision is not one that everyone agrees with. It is one that can be traced well enough for a later reviewer to understand the basis on which it was made.

Explainability is a form of institutional memory

Governance is stronger when future leaders do not need to guess why an important decision exists. Clear authority, rationale and review create continuity without preventing future change.

A decision that can explain itself is easier to implement responsibly, challenge intelligently and revise when evidence changes.

A challenge process can strengthen important decisions

Explainable governance also requires a legitimate way to challenge assumptions before they harden into policy. A review function, independent perspective or structured question can reveal missing evidence without turning governance into obstruction.
